Rules and Regulations Eligibility
The 5th Annual Daytona Harley Davidson Motorcycles Skills Training event is open to all sworn and past sworn Law Enforcement Officers and Firefighter that are currently qualified to ride a police motorcycle. To be eligible for the team awards, competitors must participate in both the individual and team events. To be eligible for the Boss award you must compete in the Challenge event as well as the Individual event.
Motorcycle Equipment-
Competitors must compete on a police or fire motorcycle of at least 1000 cc’s that is equipped in the “Normal Deployment Configuration”. This would include lights, saddlebag rails and engine guards (AKA crash bars). If as a practice, your department removes the fork stops, and that is your “Normal Deployment Configuration” then you are allowed to compete.
Tire pressure must always be 30psi or greater. Spot checks will be performed and if a competitor can remedy any low tire pressure within the “malfunction” period then the rider may continue; or else they will be disqualified on that event.
If the Motorcycle is equipped with ABS, the rider will not be allowed to disconnect it. If this is found to be done, the rider will automatically be disqualified.
Motorcycle breakdown or malfunction-
Once a competitor or team starts an event, excuses for breakdowns will not be allowed and judging will commence. Penalty seconds will be assessed based on the event scoring, even if due to equipment failure. Breakdown or malfunction will not be accepted as grounds for an appeal.
If a breakdown or malfunction is encountered prior to beginning an event, the competitor or team will be permitted 10 minutes to repair or locate a replacement motorcycle of the same class. There will be mechanics on property to fix small malfunctions and test tire pressures.
Competitor Attire-
All competitors must compete wearing the appropriate uniform that is normally worn on duty. (Tasers, O.C. Spray and Radio are not required. A casual police shirt or soft tactical uniform is acceptable for practice only.
All competitors must wear an approved helmet from your state. The helmet must be properly fastened while on the courses; patrol boots, gloves and eyewear are required during competition and practice. Safety is our main goal; failure to comply can result in disqualification.
Competitor Conduct-
No two Motorcycles will be allowed in any exercise at one time, either during practice or competition. All competitors and support personnel (e.g. administration, family and friends) involved in the competition are expected to maintain professional conduct at all times. Anyone who displays or engages in unprofessional conduct as determined by the rodeo committee or his or her designees may be disqualified from the competition. Safety is our main goal, NO HORSEPLAY WILL BE TOLERATED. If a rider is found to be violating any safety regulations, they can be disqualified at any time.
Competitor Restrictions- Each competitor may enter any competition they desire as long as they pay the registration fee of $50.00 (covers competitor’s entry and banquet ticket). Each additional guest will be $10.00 a piece (price subject to change for guests). The banquet is open to all who wishes to attend. Registration covers one rider and one motorcycle for the individual competition. Riders must compete in the individual competition to be allowed to compete in the team event. Any other additional registrations will require additional registration fees.
Motorcycles will only be shared if there is a documented equipment malfunction that can not be fixed by the competitor or mechanic in a timely manner.
Competitor Classification- For the overall scoring and placement, there will be no distinction between Novices, Intermediates, or expert riders. All competitors will be listed and ranked 1 through “X”.
Divisions- The classes are as follows:
Class 1- Novice all Harley-Davidson (Competed in 2 or less Rodeos and never placed)
Class 2- Intermediate all Harley-Davidson (Competed in 3 or more Rodeos and never placed)
Class 3- Expert all Harley-Davidson (Placed in any Rodeo)
Class 4- Novice all other brands
Class 5- Intermediate all other brands
Class 6- Expert all other brands
Class 7- Masters (50+)
Team all brands
If other motorcycles are entered they will be classified as such at the time of registration.
If a competitor participates in the Masters class, that competitor cannot participate in any other class (except the team or challenge ride.)
Scoring Schedule- For the individual, team, and challenge competition seconds will be added to the raw time for the course completion final time. This will be assessed as listed below:
1 second-touch cone
2 seconds- wheel(s) cross an established boundary line
3 seconds- knock over a cone
5 seconds- put a foot down
7 seconds- failure to complete an exercise including wrong path of travel.
10 seconds- bike drop
5 seconds - BONUS-CLEAN RUN (Per side of course) Individual Ride Only
10 seconds – BONUS-CLEAN RUN Team Ride for Full Course
*If a rider does not stop in the established stop box at the end of their run the time will not stop until they maneuver the entire motorcycle back into the established stop box boundaries.
*If a rider goes out of an established path of travel once entered into an exercise the rider must either re-enter the exercise at the point of exit or has the option to begin the particular exercise aborted again at the entrance to the exercise.
The rider will start at the gate when the rider and starter/time keeper have been given the clearance to begin the run. The clock will start as soon as the rider lifts his foot and the motorcycle has begun forward motion. Each run will conclude and the time will stop when the rider stops the motorcycle’s forward motion and the rider’s foot is on the ground in the outlined stop box. The run will be scored with field judges to determine penalties and seconds for each run. The seconds will then be added to the rider’s raw time and this will determine the rider’s run time.
There will be two sets of courses with three cone patterns in each. One run will consist of the two sets of courses added together. Competitors are required to run each set in each run to be scored. If one of the sets is not completed in a run then the run will not count for scoring and a score of 300 seconds (5 minutes) will be added to the other sets adjusted score in its place for the run. If both sets are incomplete during a run then a time of 600 seconds will be added (10 minutes). Each rider will complete two runs. The two runs will then be added together for the total adjusted rider time. The amount of runs will be determined by amount of entries the day of competition.
If a competitor drops his motorcycle and at the same time knocks over pattern cones, time will continue to run and the rider will only be charged with the bike drop and cones knocked down penalty. The foot down penalty will not apply. Once the rider as mounted the motorcycle and started forward motion again the point assessment will once again begin.
• A rider’s Challenge Ride adjusted time and overall Individual time will be added together to determine the rider’s eligibility for the Boss Overall Grand Champion.
Events- Their will be approximately six courses for the competition. One course will be a surprise and not revealed until the first day of training begins. The number of courses are subject to change.
Individual and Team Pattern and Timed Rides- The object of the timed individual runs is to maneuver the course without incurring any penalties and as fast as safely possible. All patterns will be made available the first day of training. The courses will be available on the website prior to the event except one course, which will be a surprise. Once the training has started on the first day the courses will be available to practice during established training times. On the day of competition the course will be open for a short predetermined amount of time. Once the course is closed for competition on the day of event there is no more practice allowed.
Team Competition- The team event will consist of two (2) riders. Both riders will line up at the start gate nose to tail. The time will start once the first rider begins and the time will stop once the second rider stops in the stop box. The start and stop requirements are the same as the individual event. Both team competitors will be on the course at the same time while riding. During the team competition a bike drop penalty will not be assessed, this includes foot down penalties during the mounting of the motorcycle. If a rider drops his motorcycle a 2nd or subsequent time while trying to pick up the fallen motorcycle a 2nd bike drop penalty will NOT be assessed, only time will continue to run. All individual rules and scoring will apply during the team competition.
Any agency with at least two (2) participating riders are eligible for entry in the team competition. Any agency with only one participant may couple with another agency providing that the coupling agency has an odd number of riders and the coupling agency has all riders entered into the team competition first before a rider may go to another team. Riders may only ride on one (1) team. A mixed agency team is allowed to be on different brand motorcycles. Agencies that are in transition of equipment are allowed to field teams of different brand and/or model motorcycles.
Team members must be determined at the time of registration and enter as such. Once a team has been declared, changes will only be allowed for emergencies and must be approved by the rodeo committee.
The team with the lowest overall time will be awarded placing. Winning teams from mixed agencies will be responsible for determining who receives awards and any associated prizes.
Challenge Ride- The same penalties apply as the individual runs.
Slow Ride- Same penalties apply as the individual runs.
Daytona Boss Ride Off- The ride off will consist of the top 5 (five) individual riders by time, regardless of class, to include all bonus times. The course will be determined at the time of the Ride by the Rodeo Committee. There will be no bonuses for a clean ride.
Judging- The rodeo committee will secure community members that will perform judging duties. This will include:

Official Score Keepers
Pattern Judges
Event Timers
Field Judge
Disputes- If any rider disagrees with the judging or questions a rule, they must notify the head judge immediately after their run is completed. If the dispute is not immediately resolved by the head judge the protest will be referred to the rules committee. The protest will be submitted in written form to the rules committee.
Rule Committee- A rule committee will be established to settle all disputes that may arise during the competition. The rules committee will be comprised of five members. One will be the owner of Destination Daytona or their designee, the head judge and (3) three competitors drawn at random, and does not include members of the host agency. The three competitors will be drawn at random at the time of the dispute. Should the competitor’s name that is involved in the dispute be drawn, he or she will not be eligible or anyone from the same agency be able to be on the committee and another name will be drawn. No two people from the same agency may be on the committee at the same time. All disputes or protests submitted to the rules committee will be discussed and a decision rendered at the time of vote. The decisions of the rules committee will be final and not up for appeal on any matter.
Awards- The following categories for awards will be presented:

Overall Class 4- 1st, 2nd, 3rd, 4th, 5th
Overall Class 5- 1st, 2nd, 3rd, 4th, 5th
Overall Class 6- 1st, 2nd, 3rd, 4th, 5th
Overall Class 7- 1st, 2nd, 3rd, 4th, 5th
Award placing will be subject to change determining the number of competitors in each class.
Prizes- Prizes will be announced at the banquet on the day of the rodeo.
Definitions-
Competitor: A Law Enforcement Officer or Firefighter that is authorized by their agency to ride a department issued motorcycle that currently works full-time or part-time on such a unit, and who has completed all registration forms.
Course: A series of exercises a competitor must execute on a qualified motorcycle, including path of travel.
Crossing a Boundary Line: If the competitors tire crosses a boundary line with front and rear tires.
Department: Any accredited law enforcement agency or fire department that employs a competitor.
Dropping a Motorcycle: In a course, if the competitor’s motorcycle falls to the surface and the competitor does not have control.
Exercise: A specific set of obstacles, which makes up part of the course.
Failing to Complete an Exercise: During the execution of a skill/event, a competitor does not finish the event by exiting the skill/event at the normal exit point. This includes failing to follow the correct path of travel.
Foot Down: In an exercise, whenever a competitor’s foot comes in contact with the surface (includes any part of the course during the timed run).
Judge: A person designated to score and or time a competitor on the course.
Judge’s Meeting: A meeting of course judges to review rules and scoring procedures of the competition.
Knock a Cone Over: During execution of an exercise whenever any part of the motorcycle or competitor makes contact with any part of a cone/pylon in place that causes it to fall over or move from its normal standing base.
Normal Deployment: How a department’s motorcycle is normally outfitted for everyday use as ridden by the department’s motorcycle officers.
Qualified Motorcycle: A motorcycle that has been measured in and registered to complete in the competition events.
Rules Committee: Convened on the day of the competition to handle disputes.
Running Out of an Exercise: When the front and rear wheels cross the imaginary line between the center points of the two adjacent cones where the motorcycle would not normally enter or exit an exercise or course. The rider must re-enter the exercise where they left or re-start the exercise.
Timing: Where possible, two acceptable timing devices will be utilized by two judges to time a course run. Only in the case of a malfunction or disputes will the secondary devise be considered. The head judge will be responsible for ensuring the timing is consistent.
Touch a Cone: During execution of a course any part of a motorcycle or competitor makes contact with any part of a cone/pylon.
